Starmer has zero agency in this regard. He is in the same position like his clown colleague Macron. They both don't have neither the political capital nor the resources to intervene in Ukraine. Threats like this serve only two purposes: Scaring TV educated boomers at home and trying to threaten the Americans that they might have to intervene when European troops are incinerated on the front. Trump knows this, the Russians know this.
