A fixed amount, that cannot be increased by relay providers (avoid rationale: pay for better speed, pay for less spam) would be ok I guess. But not everyone can afford that, so alternatives to “paying” are needed. What about a vouching mechanism? Or security deposit mechanism, where the money is not “lost” unless an account spams?
