Incentives always exist for good people to do “bad” things. These will never go away.
Because “good” and “bad” are relative, attempting to shape behavior with negative incentives (coercion or punishment) often produces undesired effects.
Positive incentives are a less obvious and lower time preference strategy for shaping “good” behavior, which also have zero side effects when applied “in real time” as often as the need arises.
