Observation of the breath comes before control of the breath. At first, your breath is volitile. Ride the waves. Yawn, clear your throat, open your eyes, etc. but always come back to watch your next breath. Your lungs know how to breathe if you let go of them.
When the breath is calm and steady, you can take control and start doing the counting exercises.
