Thing is, if filters are to work, they need to be adopted by miners. A node can filter whatever but if the miners put it in a block all that will happen is some nodes will have fragmented chains and fail to work.

So all nodes would all have to agree that they don't want pineapple to stop the pizza from being delivered. Otherwise we will have a fork. Who eats pizza with a fork?
