I walked through a structure called the Temple of Hercules in Delos, Greece that used stones in this manner.

Except the stones those old Greeks used were twice the size of these. No idea have they did that 2,500 years ago…

Sand. You pile up sand into an inclined plain. You put a hard temporary surface on the sand. Push the stones up into place. The sand is than removed and used again until the project is complete.
