BitTorrent depends on trackers with (usually) DNS names.

Magnet links depend on "mainline" Kademlia DHT which works as badly as IPFS'.

yeah, being DNS independent is impossible in general, but you can use any transport for finding peers

There are a few. IPFS is just one of the more robust ones, but Freenet is also technically a distributed file storage network. I believe Zeronet is also capable of this. There are probably others I'm missing.

Yeah. Bittorrent. The one that works. The one that people still use to this day for p2p file sharing.
