My first reaction is to think they're amateurs. It's the type of mistake made by people who don't use acrobat much.

I remember a thread on Nostr asking for help to actually edit the JPEG scan rather than just drop an object on top to redact.

Then I start wondering whether it was an accidentally on purpose moment.

Plausible deniability.

I guess we'll have to wait to see who it all implicates.

I'm sure they were under immense pressure to bury it all.
