If they did that why is it a problem to ask their balance then? Seems they did this to themselves? I may be confused.

They exposed themselves to that risk, yes. The intention of the original post is likely to shed light on the potential of that risk turning real, by putting into question the trustworthiness of a “bitcoin-friendly” gov
