In France we have a nuclear scientific lobbyist (Jean-Marc Jancovici) who said that if we want to match the GIEC and COPXX goals on temperature max to not cross by 2050 (2°C) people should only have 4 flights in their entire life (2 youngs and 2 for the rest of their life).

It will be more simple. You'll have a carbon score attached to your credit card. When max score is achieve you can't take flights anymore.
