Oh a tags are only for replies? Would you be able to link to the spec on this?

We couldn’t find a whole lot on how the a tags should be used and assumed wrongly that we were supposed to add them to the original.

Oh so "refer to" here means "refer to [another thing and NOT this thing]." I think that's where we were confused.
