Tartare puts a comparatively original twist on it, or perhaps I just overly fondly remember the times where we had local diners I trusted with preparing uncooked meat
I fondly remember the basashi (馬刺し - raw horse meat) I've had on occasion in Japan. And you can still trust the Japanese to prepare it safely (typically served in small izakayas)
A friend just recently told me about the alleged high emphasis on cleanliness in Japan.
In my area the issue rests more on the decline and disappearance of trades. Surprisingly I have found proper cooking most effectively surviving in the kitchen of a local company cantina.
