Maria Theresa did this in Czech Republic. She ordered to plant fruit trees along all roads, so her armies could eat on the road during summer. Those fruit aleys are in czech republic everywhere in the countryside. Apples, cherry, pears, plums, nuts… everything for free. Much better idea, than the school reforms she made :) (even though the school reforms might be actually good in those times, their problem is, that they are still applied to our times like we did nit evolve at all).
