It’s their negotiation tactic.
Admit guilt and get a year, or go to trial, get railroaded, and get 10 years.
Your choice.
(That’s not a choice, it’s blackmail).
Not trying brag obviously but I know this all too well. In fact it was my lawyer who told me about the Mad Time concept

Seems unconstitutional
I guess as long as its within established sentencing guidelines, nothing really can be done about it.
