The words literally say * 100 / 100.

700% and 7x or 7 times are the same but I feel like people use that properly. Is it just the unreduced fraction that gives you that impression?

It's just added math. It's like the french saying sixty-fifteen when they want to say 75. Or like the Danish saying five-and-half-fourth(-times-twenty).
