That level of preparedness will do absolutely nothing, but hopefully it wakes people up to stockpile more food and water.

True, but it's not to actually get their citizens to prepare- just to scare them and make the possibility real for them
History doesn't repeat, but it rhymes. I suspect it's more than just scare tactics. Governments have a track record of tipping their hand.
