It's not worth modifying it to support using TLSv1.3 + TLSv1.2 or TLSv1.3-only. We use the same cipher suites either way (ECDHE + AES-GCM/ChaChaPoly + SHA2) so it makes little difference. It's not at all latency sensitive so saving a round trip for connections wouldn't matter.
