Making a guess:

The Cycles render engine of Blender only ray-traces the pixels it needs for properly dithered noise distribution. You basically tune a noise, time, cycle budget until you‘re happy with the rendered image.

Or am I completely off and each pixel is ray-traced?

Each pixel needs to have 1 cycle I guess.
