You could try https://metadata.nostr.com which allows you to back up and restore the list of accounts you follow. Doesn’t look like they can help you with mute lists, though.

You could also add wss://hist.nostr.land to your relays and then use https://hist.nostr.land to restore, but again, it doesn’t look like it helps with mute lists.
