What do you think happens when a person have to fight for solving their food/housing insecurities (physiological needs)?

Will he complain about politics, about why are we at where we at? Will he try to find solutions to solve it? (Self-actualization)

And what if when he does that, he would risk his income, housing, etc (safety needs)?

This sounds like an authoritarian way of governing.

In the U. S. a significant part of the population has become politically apathetic. They will complain, but won't vote or take action as they are way too busy trying to eat and sustain housing.
