At 18 men will fill out a form about how willing they are to serve. And then the army will pick the ones they "like" the most.

There is nothing in the article about what happens if there is a lack of interest to serve, if they (would go as far as to) force even the ones that don't want to serve. But at the same time there is no infrastructure for new recruits, so the really can't handle a mass conscription anyways. Also it's politically unpalatable at this point.
