I didn't go too indepth in the sources, I checked out a few interviews and clicked through and got the same impression, like a lot can be chalked up to interests and incentives set out by government and those in the top tier private sector jumping on it or advising on it, I don't often get the people all getting together on Island to plan how to exploit the poors kinda vibe from central planning
