The same thing that EU did with automotive is playing out with buildings too. Each country has a different approach. France for example is going to forbid you to rent the "insufficiently green" properties and/or limit how much you can rent it for.
I'm sure there is also another arm of the French state checking if you're not leaving your property empty and forcing you to rent it out. You know "housing crisis". That's a policy running in parallel in many (not only) EU countries.
