There's no real cost to a mute, so it doesnt really disincentivize bad content

Downvoted by who? I think if downvotes are “free” I can spin up a million bots to cause some trouble or counter balance downvotes. Maybe I missed some additional context earlier in that thread.

Anyone can downvote. Zaps go to the DVM, and the DVM mirrors the downvotes.

So it has to be sybil resistant and hard to game. What I see is a market of DVMs that will record the downvote, and mirror it. You can zap more than one DVM. Honest DVMs gain a reputation over time, and the zaps go to cover the cost of mirroring.

It's a nice idea, but that can be gamed. I would prefer ths zap to go to a set of neutral DVMs that record and mirror the downvote.
