Instead of a decisive "no" due to insufficient majority, the vote was canceled to allow countries time to reconsider.

Client side backdoor, which is why Signal already signaled that they will not comply and stop servicing the EU if it comes that far. But other centralized platforms surely will play along because they don't care.
