honest question, what is preventing an attempt at a uasf if these forks are so important ? i have not looked into the details but seen you talking a lot about ctv

UASF is last last resort. Instead of that efforts to combine multiple op codes including CTV into a package went underway, but if those can't gain traction either a UASF just for CTV may eventually be necessary.
