Is this the same technology I experienced when I jumped into that one chat? If so, that would mean that Twitter users *could* easily participate, although I would not have the same discoverability. Maybe let’s chat about it. I like the merit behind doing it this way.

Yes, anyone could participate, it's wide open to anyone and any device. You can create your own room or space too where you're the admin.
