does anyone know if the way libbitcoin does parallel validation is similar to Ruben Somsen's SwiftSync proposal?

No. Just by reading the introduction, the author mentions the use of an external help (hints) to do parallel validation. In libbitcoin, the parralel validation is achieved without an external help but with a completely new node software implementation that can fully use the hardware during IBD and validation.
yea, though the "hints" are just a map of outpoint->included from your longest chain, not an externally provided checkpoint. How does libbitcoin validate against double spends, since it doesnt have a utxo set and it doesnt use an accumulator?
