This isn't the rule with the mostr bridge, though in the case of NAS (and a lot of the bigger instances) this is true because they have specifically defederated mostr.
Most mastodon instances blocked the bridge because the felt it was rape to copy their data without their consent. They made a few reports to CloudFlare to try and take it down
