That's why you want to make sure that new users are set up with a global feed that is 1. mostly in their language, and 2. mostly free of spam. That's why Iris enables that filter by default. You can adjust it or turn it off entirely, but the default setting enables good discovery in the global feed.
There's no easy way to search or browse Nostr, so you really need a clean global feed.
I was going to say global should be limited to NIP-05 verified. But noticed clients made it quite easy to get.
Another try; limit it to users who has zapped before and/or get zapped.
This is where the marketplace for relays comes into play. A lot of filtering can be done at the relay level.
