Seems like the web app also shows this, rather than just the mobile apps.

Feels off.

I guess independent 2FA on the Proton account using a third party app fixes this?

My view on it is that if your password manager is compromised, you have bigger issues than 2FA compromise. You need a cyber life purge.

2FA on a password manager is still helpful in case a cleartext password is leaked because of poor security of a website, 2FA is still protecting you.

2FA wouldn't be needed at all if websites didn't use username+password for login and instead used passkeys or similar signing schemes.

Yes, but protecting the Proton account with a Yubikey or similar would be better.
