USD is not controlled by the U.S. government, unlike Yuan, where CCP can print it as it wants.

The backing of USD is the high-tech industry and military power of the U.S.

Federal government has the power to print money. Whatever is backing the USD is debatable, but doesn’t invalidate the fact that the US federal government has the power to print money as they want. Fed can do that if they want to. Period.
