Central planning can be summarized in the rule that you cannot bring more than 3.4 fl oz/100 ml of liquid on a plane because of one horribly botched and failed maybe bomb that would have never worked from 20 years ago. Bringing multiple smaller containers to fill an empty larger container that you are allowed to bring in, is basically impossible, of course.
