Partly. Nostr can do naming / metadata, but packets still need IP routing. At Masters of The Lair we see it more as DNS minimizer than killer. Which DNS pain do you want gone?

Maybe if paired it with Tor/I2P's naming system, or we just copy-pasted IPs. Accounts are already DNS free (minus NIP-05), but just need a way to locate relays.
