Indeed, Nostr can't lower the quality of videos, since it doesn't host them in the first place.

you can use nostr build or highlighter (haven’t tried highlighter) for video

And the point is #nostr doesn’t mute shitty performing content

Nostr.build is a centralized web hosting platform like any other. There is absolutely nothing about it which relates to Nostr, except the name.
