Other country's like North Korea, Philippines, mine and so on don't have this problem, nor do they "serve demand". They just disallow it completely. You are causing it by producing it in the first place. It's not your government that's stealing your copper from your homes, it's the Abeed. And even legal substances that you domestically produce like chicken and weed they they rape and kill over as well. So yes, kill the offenders.
