I would turn it around as politics is downstream from culture and say 'As institutions become corrupt, governments grow evermore powerful'. And the institutions consist of us, the people who are of low integrity and open for corruption. We move up the ranks of institutions and accumulate force to then be manipulated by politicians who seek to extend their influence.

The corollary, When governments debase their currency society becomes corrupted.
