Obviously killing off the part of the Russian population that is involved in the war will likely exterminate that aspect of their culture. Much the same way as we exterminated Nazi German culture, in large part by killing literally millions of Nazis.

It's a good thing that Ukraine has, so far, managed to create about a million Russian casualties – likely something like half a million total deaths. It's a good start.
