Here is the question about the adoption of #bitcoin and #ln. Is it possible to pay someone using #lightningnetwork without access to the internet? I am fairly sure that horrible visa, mastercard, applepay etc. would allow it, or do I have it wrong?

technically yes, but would need network access to verify.

in some countries there are custodial solutions managing via mobile sms txt messages.
