In France you can live on active solidarity income "RSA" or having some kind of solidarity pensions if you can't work.

When you have it you are exempt of paying regular taxes, you still have to pay the adding taxes on all products to buy. You can have reduced prices for the bus, train, metro and some places like museums...

But that makes you the gouvernment bitch because you have to regularly justify why you can't work and they can watch all the details of your spending/income on your bank accounts at any moments
