You're not understanding that the government was stealing the money. They were funneling the money through the US.Aid, whatever that shit was. They were funneling the money into those programs and then right back to their pockets. Come on, man, you guys need to wake up.

I’m enjoying how exposed the entire system is going to get because trump can’t be reelected. He’s just tossing the grenade in this time and blowing shit up. The left will defend it till they die and say he’s hurting democracy. How about quit laundering money and stealing from the American public. As a start.
