If you want to start from 0 without any liquidity, you can always go for CoinOS or VoltPay and end of the day withdraw into onchain personal wallets (both offer swaps from LN to onchain).

Then slowly go up for a more self custodial solution, once the operators are familiar with LN liquidity and stuff like that.
