it's like particle physics - they come up with some theoretical reason why the particle must exist, fail to find it, so decide it must be even tinier than they thought and repeat (spending more and more money each cycle)
Notice they always want money for invisible things like blaming CO2, a virus, hole in the ozone, a big rock in space, ect...
It's always some dumbass shit they need more money for.
