I just don’t understand how you could see a city like Vienna and believe the history narrative we are being told.

Most certainly not. You can tell the buildings that are.
According to some well known authors from this period, the Hapsburg era was a peak in art and culture, some who experienced it and it's fall, couldn't imagine it not continuing at the time.
Can you imagine "The City of Music" ever coming back from where we are? I imagine people could struggle to make a listenable symphony, let alone to rival what was produced in Vienna before it's fall.
