Civilians are being targeted and threatened. If someone said sell your car or I will burn it, what would call that? Or if someone said remove that Harris sign from your yard, or I’ll burn your house down.
I would call mafia threat, intimidation, blackmail. Still a crime but ISIS/AlQuaeda/State terrorism (Israel anyone), ecc. is another story
It's called doublespeak or projection.
The actual terrorists always call their enemies terrorists.
