i made an issue

this one is an additional field for search filters that lets you avoid having events you already have sent to you again

it would improve bandwidth usage especially for mobiles on metered or limited bandwidth, and potentially reduce workload on relays that can exclude matches in a filter that would otherwise cause a decode step to be performed
