In the simplest case, Alice would decide.
For example: suppose she runs a personal WoT relay. She sets up a keyword search of her relay’s content for science-related keywords (as selected by her), makes that content available as a “channel”. By subscribing to her channel, you’re effectively trusting her not only to tend to her grapevine but also to select relevant keywords.
