In ancient Hebrew language/thought when a person declares something, they can also be considered as the one who caused the thing; e.g., ”And it came to pass, just as he interpreted for us, so it happened. He restored me to my office, and he hanged him” (Genesis 41:13 NKJV). Joseph didn’t actually restore the one and hang the other; he simply interpreted the dreams.
Old Testament scripture, though true, is an incomplete revelation of God. The OT reveals how God relates to humanity in a world without Jesus. But Jesus reveals the full picture of God. He reveals how God truly wants to relate to humanity. ”For the law was given through Moses, but grace and truth came through Jesus Christ. No one has seen God at any time. The only begotten Son, who is in the bosom of the Father, He has declared Him” (John 1:17-18 NKJV).
So does God cause evil? The New Testament reveals that Satan is the cause. ”Inasmuch then as the children have partaken of flesh and blood, He Himself likewise shared in the same, that through death He might destroy him who had the power of death, that is, the devil“
(Hebrews 2:14 NKJV).
Jesus, on the other hand, “went about doing good and healing all who were oppressed by the devil, for God was with Him” (Acts 10:38 NKJV).
