Maintainer is about ngit, contributors is for git, right ? In this case maintainer is about metadata, and ngit.

maybe maintainers must approve if they want to be part of this, and naddr can have a owner/creator.

an naddr can only refer to a single npub:identifier.

nothing can stop someone from tagging any npub:identifier but the npub doesn't have to create an event at that address
