The $19 is for the privilege of being evaluated for funding so you don't waste their time and yours.

Yep you'll get a 50k futures account and you can withdraw the profit you make. First $10k you make is all yours and after that they start taking a 10% cut of your withdrawals. That's for prop firms make money.
